Enabled doclint locally to the {{idwsfconsumer}} project, as the Javadoc there is pretty badly broken and it may not be worth the time to fix it. Potential deprecation to be discussed on the dev call.

Our parent project disables doclint for some (probably now historical) reason.
We should remove this profile and fix any Javadoc which still causes problems.
