add X.509 certificate validation framework

Description

Need to import the generic X.509 validation stage from the ukf-mda project so that we can use it to provide, e.g., checking of modulus size and blacklisted keys.

Import of the X509ValidationStage and its associated code and tests from the ukf-mda project is commit 840bb2e7ee6d5a64ef84bcf727014a2ebbfe81b2.

This ends up being in two parts: a framework to build validators for X.509 certificate objects, and the stage to make use of those validators.

Framework import from ukf-mda is commit 002c3f50467003d70ee914e905788afa1988527c.
