Signed metadata uses whole doc reference instead of ID.

Description

Technically the SAML profile for metadata signing precludes using an empty URI as a Reference and requires an ID in the signed element. For generated metadata, we should follow that convention.

Workaround for now is to use a fresh document when it signs, but leaving open until the other bug gets fixed.
