Add error information to attribute ResolutionContext

Description

Some callers may want to surface attribute resolution failures, so capturing those in the ResolutionContext interface would be useful without changing existing assumptions about not surfacing exceptions.

Instead of changing the API, errors are surfaced as an attribute using an exceptionId property.
