add support for the 'policy' query string parameter

Description

The SAML V2.0 Identity Provider Discovery Service Protocol and Profile defines a policy query string parameter used to extend the profile in new directions. Can you add support for this feature in the SP software?

FWIW, the use case involves the errorURL in IdP metadata. See the InCommon wiki for details regarding the use of errorURL (https://spaces.internet2.edu/x/j4uVAQ).
