Logout request extension to specify no response

Description

We're proposing an extension at OASIS to tell the IdP in a logout request that it need not respond to the SP, to give up UI control. We need an option, probably on by default, to include this.

XML support and schema added.

Remaining work:

  • make sure schema matches final version at OASIS

  • add schema to WiX merge module

  • add option and support to SAML2LogoutInitiator.cpp
