SP Release 2.5.0 does not compile with xml-security-c versions prior to 1.7.0

Description

Originally reported in SSPCPP-366: The changes for the final 2.5.0 release in

http://svn.shibboleth.net/view/cpp-sp?view=revision&revision=3744

break builds with xml-security-c < 1.7.0. Potential patch is attached.
