Align the filter schema(s) and functor types where feasible.

Description

The filter schemas have diverged between the IdP and SP and there are some changes we probably want to port back into the SP.

I did note that we probably made a mistake by shorthanding some of the function names, because the IdP and SP have different "opinions" about what a shorthand name would mean. In the IdP, AttributeIssuerFoo never gets used, but in the SP AttributeRequesterFoo is the unused one. But the IdP has staked claim to some of the short names, and it's too late at this point to change it again.

Add permitAny feature to AttributeRule.

Don't want to make such a disruptive change and try and add all the new types to the AFP schema for now.

Add RegistrationAuthority and AttributeIssuerRegistrationAuthority functors now that RPI extension is implemented.

The issuer variant should be added back into the IDP schema, even if not implemented.
