Ignore ShibSchemasDir command instead of honoring it

Description

Since the content won't be correct and the defaults should always work, just deprecate and ignore ShibSchemasDir and log the warning, instead of treating it the same as ShibCatalogs.

Ignoring it would take some work and seems like just breaking on invalid configs makes more sense anyway, so I pulled the command.
