XmlSecTool should not log to its home directory by default

      Description

      The logging configurations built into XmlSecTool all write a copy of all messages to the console but also to a file written back in XmlSecTool's own home directory. This is true for all three configurations, even the quietest.

      This means, of course, that the home directory ends up having to be writable, and just seems like a bad idea to me all round. If present at all, this should be off by default and independently selectable from the logging level.
